Published by Dubai South Capital. Figures checked on 22 October 2026.
The short answer
Published guides put Dubai South service charges at roughly AED 6 to 16 per sqft a year. Nobody can give you a confirmed figure for a new off plan building until RERA approves its budget.
To plan safely, budget at the top of the range, AED 16 per sqft, and treat anything lower as a bonus. On a 700 sqft one bedroom, that is about AED 11,200 a year. Then check the approved figure in the Dubai Land Department’s Service Charge Index as handover gets close.
Key takeaways
Published ranges for Dubai South run from AED 6 to 16 per sqft, and the sources disagree with each other.
Dubai’s official range across the whole city is AED 3 to 30 or more per sqft, so Dubai South sits at the low end.
On an average Dubai South one bedroom rent, a charge of AED 8 to 16 per sqft takes about 10% to 20% of the rent.
For off plan buyers, a charge can start when you get possession, but delays on your side can start the clock earlier.
The official way to check a charge is the DLD Service Charge Index, and it is free.
What service charges pay for
Service charges are yearly fees that cover running a building and its shared areas. Gulf News lists cleaning, maintenance, security, landscaping, waste removal, repairs and management.
Sources disagree on two items:
Utilities. Gulf News includes DEWA in its list, while broker guides say your unit’s electricity and water bills are separate. Ask what your building’s charge covers.
Cooling. The Dubai Land Department’s Rental Disputes Centre has said the owner’s charges for common areas include district cooling for those areas. Broker guides add that unit level chiller bills can come on top, at roughly AED 2,000 to 6,000 a year. Ask whether your building uses district cooling and how it is billed.
What the published numbers say
For Dubai South, broker guides quote these ranges per sqft per year:
AED 6 to 10
AED 8 to 13
AED 8 to 14
AED 10 to 14
AED 10 to 16
One broker database lists the Pulse Residences building at AED 9. For comparison, Gulf News puts the city wide range at AED 3 to 30 or more.
Treat these as guides, not facts. None of them show which buildings sit behind the figures, and a new off plan building has no approved rate yet.
What it costs on a studio, one bedroom and two bedroom
Here is the yearly charge at three rates, against the average Dubai South rent from Metropolitan’s 2025 report.
Studio, 400 sqft, average rent AED 41,025
AED 8 per sqft: AED 3,200 a year, about 8% of rent
AED 12 per sqft: AED 4,800 a year, about 12% of rent
AED 16 per sqft: AED 6,400 a year, about 16% of rent
One bedroom, 700 sqft, average rent AED 55,002
AED 8 per sqft: AED 5,600 a year, about 10% of rent
AED 12 per sqft: AED 8,400 a year, about 15% of rent
AED 16 per sqft: AED 11,200 a year, about 20% of rent
Two bedroom, 1,100 sqft, average rent AED 80,334
AED 8 per sqft: AED 8,800 a year, about 11% of rent
AED 12 per sqft: AED 13,200 a year, about 16% of rent
AED 16 per sqft: AED 17,600 a year, about 22% of rent
A simple rule helps here: every extra AED 1 per sqft costs AED 700 a year on a 700 sqft flat, about AED 58 a month.
On a one bedroom bought at AED 900,000, a 6.1% gross yield on paper becomes roughly 5.5% at AED 8 per sqft and 4.9% at AED 16, before other costs. Our rental yield guide shows the full calculation.
When charges start for off plan buyers
Two published views exist, and they answer different situations.
Possession. A legal adviser answering a reader in The National (28 December 2025) said the duty to pay applies once you obtain possession, and the handover notice is the trigger. The reader had bought a Dubai South townhouse off plan and received an invoice for a year before getting keys.
Delays by the buyer. The Dubai Rental Disputes Centre set a principle in October 2025 that a buyer listed on the preliminary property register pays from the date the project is completed or from the date they defaulted on payments, whichever comes first, when the delay is due to the buyer’s actions.
In practice, take handover on time, keep your written handover notice, and compare the start date on your first invoice with it. If the dates do not match, ask for a billing breakdown before you pay.
Why the first bill may differ from the brochure
The brochure figure is an estimate. The approved figure comes from RERA’s review of the owners association budget.
Charges need approval. One legal adviser, writing in The National in September 2026, reads Article 27 of Dubai Law No. 6 of 2019 as saying a management entity must not charge or collect service charges without RERA approval. The same law lets RERA approve a temporary budget until an audited budget is ready. This is an adviser’s reading, not legal advice.
Money should sit in a regulated account. The same adviser notes that Article 30 requires service charges to go into a RERA recognised account.
Waivers can be temporary. One listing advertised service charge waivers on a Dubai South building, and broker guides say some developers cover early years and charges then rise. Ask whether any waiver is permanent or temporary, and get it in writing.
Guides disagree on how big the jump is. Some claim first year charges run 10% to 40% above the brochure, but none show their data. Budget at the top of the published range instead.
How to check the real figure
The DLD’s Service Charge Index shows approved service fees for jointly owned properties approved by RERA. It is free, instant and open to all residency statuses.
Open the Service Charge Index on the DLD website, or use the Dubai REST app.
Choose the project name, the use (residential) and the year.
Read the approved rate, the managing company and the breakdown.
For a resale unit, you can also search with the title deed number.
If your off plan building does not appear yet, it probably has not been registered. Ask the developer for the estimate in writing, and check again as handover nears.
What happens if charges go unpaid
The owner stays responsible. The DLD says Article 16(b) of Law No. 6 of 2019 makes the owner liable for service and usage charges unless the lease says otherwise, and an owner cannot escape this if the tenant fails to pay.
RERA approved invoices decide disputes. The DLD says these invoices are the reference point, and disputes go to the Rental Disputes Centre.
Arrears can cost you the unit. The DLD warns that accumulated charges can lead to the sale of the unit to settle them.
Landlords should budget the charge into their rent from day one, because tenants do not carry it for you.
Questions to ask the developer before you book
What is the estimated service charge per sqft for my building, in writing?
Is the estimate based on an approved budget, or only a brochure figure?
When was the Mollak and RERA application submitted, and what is its reference number?
Has RERA approved a temporary service charge budget, and when is full registration expected?
Does the charge include cooling, or is chiller billed separately?
Is any waiver permanent or temporary, and does it appear in the contract?
Who will manage the building and run the owners association after handover?
Read our guide to buying off plan in Dubai South before you pay any booking deposit.
Red flags
An invoice arrives before a handover notice.
The developer cannot give a RERA or Mollak reference.
The charge is “included” or “waived” but the contract does not say so.
A salesperson quotes one low figure with no source.
You are told the charge cannot be checked until after you pay.
Frequently asked questions
How much are service charges in Dubai South?
Published guides put them at about AED 6 to 16 per sqft a year. Only the DLD’s Service Charge Index shows the approved figure for a registered building.
When do I start paying service charges on an off plan home?
Usually once you take possession, and the handover notice is the usual trigger. If you delay handover or miss payments, charges can start from the completion or default date.
Are service charges different for a studio, a one bedroom and a two bedroom?
The rate per sqft is the same in a building, but a bigger home pays more in total. At AED 12 per sqft, a 400 sqft studio pays AED 4,800 and a 700 sqft one bedroom pays AED 8,400.
Do service charges include electricity, water and cooling?
Sources disagree on utilities. Ask what your building’s charge covers and whether chiller is billed separately.
How do I check a service charge in Dubai?
Use the DLD Service Charge Index on the DLD website or the Dubai REST app. Choose the project, the use and the year.
Who pays the service charge on a rented flat?
The owner. The DLD says an owner stays liable even if the tenant fails to pay.
Can a developer charge me before RERA approval?
One legal adviser reads Dubai Law No. 6 of 2019 as requiring RERA approval before charges are collected, with a temporary budget possible. Ask for the reference and the approval, and seek legal advice if in doubt.
What happens if I do not pay?
Charges build up, disputes go to the Rental Disputes Centre, and the DLD warns that arrears can lead to the sale of the unit.
Conclusion: how to plan for Dubai South service charges
Service charges in Dubai South are lower than in most of Dubai, but nobody can promise a number for a new off plan building. Budget AED 16 per sqft, ask for the estimate in writing, confirm when charges start, and check the DLD index as handover nears.
If a figure turns out lower, that is extra margin. If it turns out higher, you will have planned for it.
